Robert Toricelli told the Clinton administration that the CIA was paying "criminals and murderers of Americans" for intelligence about terrorist activities. Clinton responded by stopping funding to these people, and thus stopping the flow of intelligence FROM these people.

Is it impossible to think that had Clinton not suddenly suspended this program, some credible intelligence would have surfaced that would have allowed the USA to avoid 9/11?

Doesn't purging the CIA of 60% of their human intelligence resources severely impact their ability to properly do their job?

What was Clinton thinking?

well the early 90s .. the cold war had just ended recently desert strom seemed to have had the middle east in check knowing that dictators would be held accountable for their actions.. and everyone figured there would be a peaceful period coming with no major problems since we were the only superpower now

Also it was the time when we belived technology was king.. spy satilites and drones were thought to be the way of the future that we could video and record goings on without risking human life.

Also Clinton being a social democrat used the money cut from the military and spies budgets to fund social programs and his attempt at welfare reform.

As much as i didn't like Clinton, hindsight is 20/20 though all the ifs and whys do not change the current situations.

Because it was a waste of our money. What's the FBI for? Why give money to criminals? Intelligence should have been able to obtain the information without money, a little more work perhaps, but just as effective. However, I think Clinton could see it wasn't going anywhere. 9/11 was going to happen anyway, look how many times they tried to bomb the World Trade Center anyway. They just weren't as successful yet as they had hoped to be. 9/11 was a tight-knit group of people and it would have been hard for anyone to try to infiltriate that group to have "intelligence" reports on it. No one wants to admit it, but sometimes money and power doesn't work.
