You're right that if the electoral system is compromised the government loses its legitimacy. Governments, after all, "derive their just power from the consent of the governed" (Declaration of Independence), and if we can't believe that our votes are counted properly, the govenrment can't claim to have that consent.
I don't think pure Majority Rule is the answer, however. It's too easy for the majority to pick some minority segment of the population and persecute it for their own benefit. I would seek a kind of community-based decision-making process (I call it "synecocracy") whereby communities (however defined) come together to protect their own individual interests and to seek the common good... elsewise, you risk the prospect of becoming like, say, present-day Iraq...

Last I checked, Majority opinion sided with Bush in 2004. So your system would have placed George W. Bush in the White House anyway.
If you want referendum politics, that is fine, but then you relegate the representation of America to the lowest common denominator.
For sure, we can use more intellect, compassion and selflessness in the halls of Congress and the Supreme Court, but what we have is markedly better than entrusting the nation's future to the whim and passions of the day, when sober and calculated policies are what's required, to extract ourselves from a difficult period in history, with a greater hope for a peaceful future.
The MAJORITY would suggest the US leave Iraq and the Middle East and hunker down, letting the forces of extreme Islam and virulent socialism/communism claim victory against freedom, democracy and capitalism. If that's what the MAJORITY aims to implement with a referendum rule, then the MAJORITY is dead wrong (because obviously, the political and diplomatic acumen of the average American is miniscule compared to that of the hired personnel responsible for running the nation's affairs).
We've accomplished more in 230 years than any democracy or other form of government in the history of mankind. There is hope and a bright future, if we do not abandon our traditions and way of life for social expediency.
Representative government is sufficient and competent when America engages in facts and foresight. Listening to Jon Stewart or Al Franken or Rush Limbaugh or Pat Robertson isn't sufficient experience or background to make the decisions this nation requires.
Until you have the collective experience of those currently running the nation, perhaps you should further educate yourself on the global economic and political environment that necessitates American action abroad. You'll find there is a situation decades in the making, that was punted away by ALL previous administrations. Now the hard work begins, and majority rule and citizen control is not the best way to execute this work. Besides, what you call for will soon be devolved into an American communism with the worst elements of our society coming to the forefront and consolidating power.
If it's not broken, don't fix it. What is broken is outside our borders, and we are fast at work on the repairs.

Well i would like ot agree with you, but if its pure majority rule.. there goes gay marriage, no prayer in school, abortion, basing of christians and many other things are all out the window since the majority of the country is straight, white christians and can be debated that the abortion crowd is almost split evenly...
Even thogh I support most of what would happen if it went majority rule, its still not right to squeeze the minorities out of everything

Dream on. If ballots in a controlled environment can't be counted on to be accurate, how do you expect a open environment like the internet to be accurate.
I'm not ready for hacker's rule.
