and underlines it ---so you can just click on it and it will take you to that particular place that you want to go. My question is - what enables that action?

Maybe I'm not explaining it correctly.
Here's the situation. I am visiting a particular website, in it, and on one particular page - it says- to click on an underlined email address (a very long email address with letter and numbers) IF I want to go to that particular spot. Since, I'm new to computers, sometimes I do things to screw things up- that's probably what I did. So, I need to know what enables of disables this click-and-go-to action.

if you mean what makes your email program open with that email address already filled into the "to" field, then what you are looking for is the mailto: tag:
