Well my boyfriend who is from Louisiana says it is called the dirty south because everything is a little dirtier. The water, the atmosphere, the people, the drugs, etc.

I have no clue and I live in New Orleans. And from what i hear around, I live in the dirty south. hope someone can answer your q with a legit answer.
Or maybe the rappers are talking about how they just out right get down n dirty---in the south
