If you go into McDonald's and get those off the little stand where the straws and napkins are it's free.
Anywhere else you have to buy a meal. They don't charge you extra for ketchup though, so it's free.

Where are you going that packets of ketchup are costing you money? I get mine free at McD's or where ever I go....for Pete's sake a whole bottle is a dollar at Kroger right now..
