Never say anything like that in the workplace. It would always be considered sexual harrassment in nature.
Only to close freinds would that be a compliment.

If it came from a male coworker, it is sexual harrassment. If it came from female friends or a close male friend, it is a compliment.

It depends on the circumstance and who said it. If it's one of your girl friends, take it as a complement. If it was said in a lecherous way it's sexual harassment.

Well at first I'd have to make sure you were talking to me then I'd probably thank you. BUT if you saw me you wouldn't be talking to me so it's not an issue.
