A little bit of both, they need a place to put the balls, I've seen a clip that some women put on their back around the hip area. so I'd say built for necessity but happens to also be charming.

A necessity. The skirts have pockets inside where you can keep the ball, I've seen those skirts myself, and I think it makes it easier and more confortable to move.

It's a necessity because it is annoying to have to keep running around and having to pick up balls that are laying all over hte place, so it's easier just keeping them in your skirt.

no of course not.. keeping the ball under skirts makes the women more comportable and it become much easier to move when the ball is there.. for some women playing tennis is much comportable in wearing skitrs than shorts were in shorts you can probaly have the ball at the pocket..
and i think it is much sexier to have skirts than short..

I really like long skirts. My bf wants the short ones. So my wardrobe is crammed w/ 1/2 and 1/2.

NEITHER.....IT'S A CONVENIENCE. HAVING A SECOND BALL READY IN CASE OF A FAULT SPEEDS THE GAME UP AND HELPS KEEP THE RHYTHM AND FLOW OF THE MATCH.

The panties have pockets on them for the balls. The skirts or dresses don't.
