If you're thinking of Germany in those years, do a search on 'The Nuremburg Laws'.
World-wide, Jews did not fair a whole lot better. It's just not reported as much as other countries didn't engage in systematic murder.

The discriminatory laws are collectively referred to as the Nuremberg Laws. These laws affected every area of life for Jews. These laws defined what a Jew was, forced Jews to make themselves and their businesses visible and eventually led to the ghettos and annhilation in concentration camps.

The national laws were only part of anti-Jewish legislation. There were also state & municipal restrictions; & rules enacted by public institutions such as universities & medical societies. Even laws that were not overtly anti-Jewish, such as abolition of labor unions, political parties & boy scouts had anti-Jewish effects because Jews were not allowed in the Nazi state run replacement organizations.
