It's a higher-quality DVD. Since a blue ray is narrower than a red ray (based on the size of the wave) you can fit more info on a DVD read by a blue ray. There are 2 "new" forms of DVD right now, HD-DVD and Blue Ray. I'm not getting either until a clear-cut "next generation" DVD format emerges.

I assume you are referring to the new format disc which will replace DVDs when the PS3 is released by Sony. While similar to the HD DVD format, Blu Ray is vastly superior, as it can hold more data/audio/video than the HD DVD. The name Blu-ray is derived from the blue-violet laser it uses to read and write the disc.

It's a new way of making and reading DVDs. I don't know all the technical details, but what I've heard is instead of a red laser to read the disc, a blue one (hence the name) reads it, thus letting much more information be stored than a normal DVD since blue light has a shorter wavelength than red light (almost opposite ends of the visible light spectrum).
The players are also freaking expensive, which is one of the reasons PS3 is going to cost so much. It's Blue Ray.

CD use RED ray.
Sony and other companies are fighting to get the standard for the new DVD format.
Apparently we are going to have 2 ( same as VHS and BETA ) DVD formats, blue ray and DVD HD.

blu ray is a new dvd format, it compresses the data onn a dvd much tighter causing you to have more space, a average one sided bluray dvd is 30 gb a double sided one is 60gb.
company's like toshiba said that they have gotten a bluray dvd to hold 200gb
