Plastic is not used in plastic surgery. It is a process where skillful surgeons repair damaged skin or create a new look. Where the term 'plastic' come from, I have no idea.

What it means:
If one has been in an accident or is simply not happy with ones appearance, than one can have a surgery to fix whatever they feel needs to be fixed.
In your case, I'm assuming that you're talking about the removal of a tat, there is a VERY effective laser surgery nowadays that will completely remove the tat, with little to no scarring, depending on the skill of the surgeon.
And yes, it does fall under the category of plastic surgery.

If your are having any marks on your skin a surgery can be made called plastic surgery where they remove the marked skin and attach another piece of skin from the same body taken from different place of their body. They are performed by cosmetic surgeons.
