Try using a different laundry detergent and no fabric softeners. You may be allergic to something in the products you're using.

Try using a Female Hygiene Wash.
I know it sounds crazy, but it has the correct ph balance for under the foreskin much like the vagina.
When you are in the shower, pull back your foreskin and apply a small amount to your palm and then wash from tip to the very join where your head meets the foldof your foreskin. Cleaning away any smegma (cheese) and dirt.
Then rinse and pat dry.
Try sleeping naked, allowing your penis more movement, or a pair of boxers.
You may also have a urinary tract infection which is not umcommon in men/boys with foreskin. Go see your doctor and explain your symptoms.
Please do try the Female Hygiene wash, it really is good and any smells you may have had down there will go away.

What I have found that works in preventing this problem is basically wear nothing to bed as I have noticed when nothing is rubbing against my for skin like clothing that is very tight I usually dont itch very much and too prevent any redness from scratching its best to wash your for skin in cold water for a little while this will prevent any itch from coming as well as it deadens the nerves in the cold water. Have a Good Night sleep.

You could be experiencing chaffing.
Rinse very well in the shower and use a good lotion after bathing / showering.
Try sleeping without wearing underwear this may help also.

Basic hygiene might help.
Or you might be allergic to the type of detergent or conditioner used in your laundry.
