Per person - adults usually eat three:

Breakfast.

Lunch (which in Russia would be translated more like a dinner - обед (obed)), which is almost like the main meal of the day. Usually it's a three-course meal.

Supper (what in the west is called dinner. Ужин (uzhin) in Russian. Usually it's not as heavy as "обед". If it's on a special occasion, then it's a completely different story.

There are also at least two tea-breaks - one in mid morning and another one around five-o-clock. Russian five-o-clock is called полдник ("poldnik"). tea is drunk with jam, bread, cookies, etc., so it can be considered almost like a meal.

Do you mean how many meals Russia the country eats? Or how many an average Russian eats a day?
