You can help by addressing her issues of self doubt. Usually, low self esteem is the cause of shyness. Sometimes, people are shy outside with strangers but full of life inside when it comes to being around close friends and family. If your friend is like that with you, bring that side of her out while in public.
Sometimes you just have to give people time to develop. Some people are late bloomers. I was shy until my early 20s. There was never really a point where I noticed I'd broken out of my shell. I didn't realize that I wasn't shy until someone I knew as a kid pointed out that, as an adult, I was the exact opposite of how I was as a kid. To this day I have no idea when I stopped being shy, if I had to guess, I would say around 22-23yrs old- I'm 30yrs old now. Give your friend the time and reassurance she needs to bloom. She'll be fine. Don't overdo the compliments because even a fool knows when they're being patronized. If there's a guy you know that's be good for her, hook her up with him; not as a date but just as friends. Girls who talk to boys (even if its platonic conversation) are more confident than those who don't, I've found.

Shy people are subconciously always thinking that people think bad about them.
Constantly remind her (But don't over-do it!) that she means alot to you and that she is great, etc.
Tell her what others think of her, if they are good things.
Also, physical exercise, and taking her out helps alot.
She will slowly but surely get rid of her shyness.

Just get her out talking to new people. The more people she talks to, the more the shyness will wear off.
