Quantitative observations have to do with things that can be precisely measured. You are being asked for a number.
Qualitative observations have more to do with characteristics of what is being observed.
The first is generally considered more precise and is generally preferred in 'hard' science.
Example
Quantitative observation.
1) There are seven marbles on the table. They have a diameter of 1,5 centimeters.
Qualitative:
2) There are a bunch of marbles on the table. They are blue in color, round in shape, and smooth to the touch.

Qualitative observations give a quality or property of the thing being observed. Usually adjectives like red, white, big, tall, girl, boy, quiet, or loud are qualitative.
Quantitative observations are things you actually measure. Height, weight, number, decibal level etc... are all quantitative.

"Quantitative" observations involve numbers and measurable qualities - this rock weigh 2 kg, this building is 50 m tall, etc. They are about as objective as you can get, and everyone using the same measuring devices should get the same results.
"Qualitative" observations are more subjective - this substance tastes sweet, this music sounds dissonant, this cloth feels fuzzy.... People might disagree about a qualitative observation and both be "right."
