I pronounce it as tha, unless the next word in my sentence begins with a vowel- I think it sounds better with 'thee'.
Also, I use 'thee' if I need to put particular emphasis on what is coming next.

In standard English it is pronounced 'thu', but on occasions it can be pronounced 'thee', in order to act as an emphasis:
e.g., "President Bush is viewed by many people as 'thee' most controversial world leader in office today."
Try saying that sentence out loud and you'll see what I mean.

both, can't say why. When I'm putting emphasis on a word as in THE BEST, I say thee, but most of the time I say tha.
