It irks me when people leave an engine idling and take a snooze in the car with a window open with the A/C running. If no one is in the car I don't hesitate to turn off the engine...Were it possible to stop an idling engine without creating carbnon monoxide fumes or hazard I would.Can sticking something in the tailpipe cause the engine to stall without causing harm to a dumb/environmentally irresponsible occupant inside. Or is there sometime type of EMP (electro magnetic pulse) device that can stop a idling car engine that is just polluting at a parking lot or at the street level just below my apartment.

Yeah that will do it. Blocking off the exhaust with anything will make it die. And when they try to start it, it might backfire real load if its an older type vehicle..

Most answers are correct. Plugging/restricting the flow of exhaust will cause the engine to quit running. However, you run a very high risk of exhaust fumes entering the passenger compartment and injuring or even killing the occupants. I wouldn't do this to a car that had anyone inside unless you want to kill someone and/or go to jail.

The first answer is right on target. Cheap, easy and effective. Cut the potato down until it is just the right size. Stick it in and for extra meanness you can shove it up in the exhaust system as far as you can with a broom handle. My neighbor used this technique on a kid's smokey 2-stroke dirtbike with no muffler that he would ride for hours in an empty lot nearby. It worked very well.

An engine has to breath to run. Plugging the tail pipe won't let it exhale. Consequently, the cylinders stay full of exhaust and won't allow more oxygen in. When there's nothing more to burn. It dies.

try a potato it can stop the engine or may even blow his exhuast if its weak in any areas
