I can't help you with the art-specific and business part of your question, but I do know that in general, it's much cheaper to live in Texas than California. We had a doctor leave my current place of employment in Texas to take a job in California. He was making quite a bit more at the new job salary-wise, but he was having great difficulty finding a home to buy that was within his price range.

Depending on your art, though, you may need to consider which area would have the most demand for your work. Obviously, perceptions in California are different than here in Texas -- and even from area to area in Texas are very different.

It is true what they say about artists. Don't have a clue about economics?
Write to The Chamber of Commerce of the cities of the two states you are interested in and request information on doing business as a commercial artist in those cities.

I can't even believe that I am answering your question. One thing I know, is that I wouldn't employ you.
