Tobacco is not an illegal substance - you are obviously a non smoker and don't know how hard it is to give up. I am trying my hardest and cut down from 25 to 5 a day and would love to pack in altogether. The government will lose millions on taxes if this happened in UK - so everyone would suffer as they would have to find another way to gain back the tax they lose on tobacco.

Prohabition does not work. Outlaw tobacco and a black market will spring up and people will buy from them. Tax money from tobacco will plummet and people will still smoke.
Smoke cessation programs and public education (commercials) are the solution.

I think its a matter of tax revenue from tobacco that's stopping them.

Do you mean the way we passed laws against booze in prohibition and have laws on the books against opium, heroin, and weed?

We grow to much right here so no need to import anything. To much money involved to stop it.
