Depends. What is the proximity of the 25 computers? Are they spread thoughout a building or in the same general area? Running CAT5 cabling everywhere could run into some extra costs, along with your initial router and ethernet switch costs. If they are spread out it would be cheaper to go wireless. You would have the cost of the wireless router and 25 adapters, and it would be a lot easier to set up initially.

Least amount of money may mean bad network throughput. You can avoid the hassle and cost of running wires if you go wireless, but you expose your network to other security risks.

Cheaper is not always better. Look into the new N type wireless router / switch / hubs and network adapters.

That's enough for a simple peer-to-peer network. You won't have any control over the network but it'll allow you to share files, printers and (with the use of a proxy) an internet connection. If you have an internet connection you want to share though I suggest you save yourself the trouble of configuring a proxy and get a router.
