Drop Simms and pick somebody up off waivers. Tampa Bay will probably go with untested rookie Bruce Gradkowski for the next game. But they're going to look over the available free agents to find a veteran to back him up, or even take over the team if he doesn't pick up the offense quickly enough (they're on a bye week this weekend, so they have a little extra time to work with him). They also have Tim Rattay as the 3rd-string QB, but nobody (including Coach Gruden) has been impressed by his play this year. He's strictly an emergency quarterback at this point.
Personally, I'd advise avoiding the Tampa Bay quarterback altogether, regardless of who winds up playing. Unless Gradkowski pulls another Ben Roethlesberger, you're going to be looking at a deer-in-the-headlights rookie QB, or a veteran who's unfamiliar with Gruden's complicated offensive scheme. Neither of those scenarios is very conducive to scoring lots of fantasy points.

Simms may not play again this season so drop him. Pennington is a good play. Your waiver wire should have some decent QB's like Alex Smith or Carr. Maybe someone has dropped Delhomme or Brunell. Pick up one of these players and play the match ups each week.

Drop Simms and start Penington. Then look on the waiver wire to see who is still available in your league. Pick him up to replace Simms and you can use him to back up Pennington if he goes down.

Use Pennington, and drop Simms to get another decent QB, chad is looking well so far, and Simms has looked like crap all season and now his season is over so no use in keeping him

I'd definitely go looking at the waiver wire. Or maybe check to see if the Bucs make a move to get Dave Garrard from the Jaguars. That rumor is out there. Just stay tuned to the latest NFL headlines.

wow .. you mus be pretty bad to have them two as your QB's .. Simms was complete trash the first 2 games, why did you have him??? big league or something?
I'm saying that and im a buc fan
If you have those 2 as your QB's im doubting anything is better in the FA market .. so you better trade man!.. your only other option is to see how Gradkowski does and possibly pick hm up

Stick with Pennington, don't pick up Gradkowski, he's a green rookie and they aren't going to have him doing much deep throwing.

See if Carr is on the wire. Although he is on a suspect team he has scored some strong numbers. In fact, he has scored far more points in my league than my starter, one Tom Brady
