Good question. Based on the fact that he can barely think on his feet and is the most inarticulate president we've ever had, I'd have to say he may be too stupid to be a good liar. He leaves the real lying to the pros like Condoleeeeeeeeeeza.

This same question was asked about Abraham Lincoln by the Dems at the time.
He convinced congress to go to war, the American people were behind it in the upper 70%. So he isn't a bad liar.
He can't be that dumb because he is getting what he wants. So the answer is neither.

In order that a manner of life well adapted to the peculiarities of Republicanism....could come to originate somewhere , and not in isolated individuals alone ,but as a way of life common to the whole group of man .I find Bush to be well adapted at playing his role in what he surely believes is the correct path for america .

Hes not stupid.That is a lie that he allows to be spread so people under estimate him.That man is anything but stupid.
