If you mean 'promise the earth' to the voters but then when you're elected and you are sworn in... you remember.....'Now I'm here I'll (limit) everything for the the good of the country and people who voted for me to.....NOTHING'! whilst doing everything for my own gain! It might not be a statute..but it appears to be and 'unwritten' charter of parliament.

Yes there is, it is called the Limitation Act 1623 and the Limitation Act 1980.

It sets time limits for action to be brought in tort, contract law and the recovery of land.

Yes. As Lyn says its Limitations Act. It also applies to recovery of debt and many other things.
