It's because the song it is on is their 14th album and he was acknowledging it.
I heard that on the radio but I'll try and find some evidence.
"At the beginning of the song, Bono shouts in Spanish uno, dos, tres, catorce. In English, this translates to "1, 2, 3, 14," a joke on the fact that this is the band's 14th album."

Because it's supposed to be somwhere in Spain (Hola : Hello, Donda Est : Where is it).
1, 2, 3, 14 (probably 14th album)

Maybe he's quoting (or mis-quoting) the start fo "Wooly Bully" by Sam The Sham & The Pharoes.
