Its quite simple.
Here's he conversion for Roman numerals:
M = 1000
D = 500
C = 100
L = 50
X = 10
V = 5
I = 1
Multiple symbols may be combined to produce numbers in between these values, subject to certain rules on repetition.
It is a rule place a smaller symbol before a larger value, so that, for example, one may write IV or iv for four. This will make the notation shorter because instead of writing IIII, you'd write IV
Always remember to read from left to right,
SO, back to your question:
MCMXXXI
M = 1000
C = 100
M = 1000
X = 10
I = 1
We could see that a smaller number comes before a larger number, so substract the smaller nummber from the bigger number, Or, the smaller number would be negative:
CM = 1000 - 100 =900 OR
= -100 + 1000 = 90
Adding all the values:
1000 + 900 + 30 +1 = 1931

The year is 1931.
Here are how much each prefix equals.
M=1000
C=100
X=10
I=1
How to solve your problem is:
MCMXXXI
M = 1000
CM = 900 (1000-100)
XXX = 30 (10x3)
I = 1
1000+900+30+1= 1931
