I say a person is flirting if there is a lot of grinning and eye contact. Also if you happen to be in a situation where speaking is not an option you'll notice the person will steal glances and when caught will look away immidiately and blush unless they want you to know they are flirting; in which case a wink or some other form of body language will be conveyed.

The girl is flipping her hair around a lots.
The boy is all nervous.

body language is usually an indicator. a body mimicking your behavior or being open to your movement Vs crossing the arms facing the other way...eye contact and duration of that contact is also an indicator. smiling radiance of energy as well...
