They use a process to coat the surface of the paper/sticker/whatever with tiny microbeads that contain the scent.. when you scratch across the surface, you cause some of these beads to break open, releasing the scent.

Little tiny beads of scented oil are encapsulated in plastic or gelatin and the beads are printed on paper with a specialized printing technique. It's called micro-encapsulation. The scent doesn't leak out until you scratch the sticker and break the little beads. They use sort of the same kind of technology for those perfume strip things like you find in fashion mags.

The process is called microencapsulation.

The liquid containing the odor is placed inside very small spheres of a plastic like compound. Breaking these spheres releases the odor.
