Each state has it's own system for getting on the ballot. In Texas, for instance, to get on the primary election ballot, you must fill out a form with the state secretary of state, where among other information you should list your campaign treasurer so that you can legally raise money for the race; the filing fee is, I believe, $4000 which is about the lowest in the country for a Senate race.
Another method is the petition. He, I think, you need to get a certain number of names (the number depends on the state) from each county and submit it to the state secretary of state or appropriate election official. After verifying the authenticity of the names, your name will be placed on the ballot.
