First off, this question has nothing to do with Football. Second there are no goalkeepers in AMERICAN Football. Third your metaphor makes no sense whatsoever.
So #1 think about your questions before you ask.

Hey I got an idea! Lets build big camps for them, you know for when we round them all up!
We could even get rid of the surplus ones, you know if there were too many and we couldn't send them all back fast enough! Yeah, that's the ticket!
