It could be several things, from an object(rock, broken part) in the hub, to worn down pads. When your pads(brake) wear down to a certain point, they start rubbing against a metal rod so they will make a noise that alerts you to possible trouble(brake-job).
Try this idea: take your car down to "Midas" if you have one in your area, they usually have "brake-specials" of $49.95 per hub, to do a "Brake-Job" and they give a warranty on pads and the work done. You will need to have a diagnostics run on your brakes, to get to the "root-cause" and "Midas" will do a complete inspection and service if you choose them. Other choices are look in your phone book for a "Brake-Shop."

First...I disagree with the guy who said it's safe to drive. I mean, it's not like your wheel is going to come off, but we're talking about your brakes here. Even if it doesn't cause an accident, you will be causing more damage.
Grab a pair of books. The first is the Hayne's Manual for your car...you can get it year and model specific at any autoparts store for $15. Everyone should have one and leave it i their car. The second is the gerneral Brake Manual from Hayne's. It's also only about $10-15 and covers all types of brakes. The reason I say both is because the brakes one will go more in depth and include more pics of the brakes should you choose to do it yourself.
The job sounds like a pretty straightforward, and probably even easy job. You may not even need any special tools (unless you have rear-drum brakes). Even if you have it done by someone else, it shouldn't be very expensive at all...I'd actually question any bill over $200 for this job.
Either way, be safe and get this done ASAP. Brakes, emergency or other, are nothing to mess around with.

if its on the front then probably the pads are worn down to the rotors(better get new pads or you will have to buy rotors)and far as the emergency brake concerns,you either have to get back brakes or the cable needs adjusted.and also have someone to adjust the back brakes for you(the self adjuster might be worn and cant adjust up by themself.

its not hard to fix yourself, the emergency brake is a cable the rear only. can replace the pads and adjust the cable, get a chiltons book at the library, trust me, you can do it. or when you buy the brakes ask if they have a diagram. probably not but it don`t hurt to ask, the pads are like $34 for both sides.

the emerg. brake isn't releasing all the way, may just need lubricating to get to release, at worst replacement. I don't know if your car is 4 wheel disc brake or not, you could have a problem with one of the callipers. Good Luck..

sounds like your e-brake dint release all the way and its rubbing on the rotors a little lube should solve your issue thats if you dint heat your rotors and warp them take it to a local repair shop let them figure the issue out and it shount cost a whole lot

it sounds like you broke a cable the cable it rubbing in the rear drum it is safe to drive but needs to be fixed soon expect to pay $100 more or less

you might need a rear service for the drum brake, the tech has to test the adjuster
also you might need front pads if the noise is squeeling
