I'd say Northern Arizona. Property taxes and property insurance are much lower than FL or TX, and they don't get hurricanes. Phoenix area is quite expensive and hot, Flagstaff has much cheaper real estate, much cooler, and an easy trip to the phenonmenal medical facilities in Phoenix. Of course, the White Mountains, say Payson AZ, is also quite pleasant, but they are also more expensive than Flag.
Also, there are many REALLY nice places in Colorado, and property taxes aren't too high there either. Some areas are quite expensive, some aren't. I would look to the east of the Front Range for transportation issues.

Florida comes to mind, but why not research in development companies that build retirement communities. These companies may not be traded publicly, but look into Del Webb and another one is Sunrise Assisted Living.

My wife and I were looking in Florida, Orange City has some really nice homes there, reasonably priced and the taxes are very low. Mid state Florida has really nice retirement homes.
check it out.

invest, with population increasing, property prices are increasing, so investing would be a good choice.
