There is one place for this answer: Beckett. Ge their recent issue and you might find the prices of the Japanese cards in the last few pages of their Price Guide section. So remember this title: Beckett Yu-Gi-Oh! Unofficial Collector.

To make? About 5p or less each.
To buy? No idea, don't really care. Don't waste your money on a piece of paper you can't even read. Unless you're looking for unusual ways to help you to learn a foriegn language, of course.
