1. Click Start, point to All Programs, point to Accessories, point to System Tools, and then click System Restore.
2. On the Welcome screen, click Restore my computer to an earlier time, and then click Next.
3. On the Select a Restore Point page, select the date from the calendar that shows the point you'd like to restore to. ( Preferably the point which says System Check Point , the dates for which the checkpoints are available are shown in bold )
4. On the Confirm Restore Point Selection page, verify that the correct restore point is chosen, and then close any open programs.
5. Click Next if you are ready to proceed or click Back to change the restore point.
6. The computer will shut down automatically and reboot. On reboot, you'll see the Restoration Complete page, and then click OK.

Okay, maybe we all misunderstood you. When you say that the mic doesn't turn off, do you mean that the mic is like one of those battery-assisted ones, and there's an LED light that shows that its on? If so, then what make and model? If this is the case, then the computer itself has nothing to do with the problem. You should go to the manufacturer's web site. Maybe it's one of those sound-activated ones which turns on when it picks up a little bit of sound.
If not, then how do you know that the mic is on? The only way to know that ANY plug-in mic is on is by running an application like a voice recorder and then playing back the recording.
In this case, if the recorder doesn't pick up any sound, then its usually a problem with the sound card mixer settings. A running program must specifically call the DirectX or Windows sound recording functions AND select the mic as sound input in order to make use of the mic. Otherwise, a plugged-in mic does nothing.

There is a Windows program called Volume Control. You can use that program to mute/unmute the mic, as well as control the volume for it.
I think it's in the Programs|Accessories menu.

Check your spyware, one of those popups I ran across asks (forces) the user to agree to switch the mic and internet camera to be left in the on status.
If you have an internet camera, put a blindfold on it.
I doubt if even getting rid of the spyware will make a difference since you computer setting has changed. Worse, speakers that are built into the computer can have a dual use as microphones, I don't know if their software can do this, but that is a basic electronic fact of the dual nature of speakers.
