What does "nucilar" mean? Ask Bush that.

From many answers I read, I got the impression Americans can't put themselves in the place of other countries' nationals. Is that how foreign policy decisions are taken?

What in the world is nucilar?If you mean nuclear then he would most likely comply with the UN as he's done dozens of times before.The decision or any decision would not be up to him because the president does not have absolute power just as he/she would not in the USA,although it is popular to blame the US president for everything.
Edit:Noone on YA makes these decisions so why would you judge US foreign policy by the answers you're getting here?Iran stood by while militants held US and other citizens hostage years ago.That's how Iran did and does conduct foreign policy.Furthermore Bush pronounces it nucular not nucilar.I think you should examine the example you just demonstrsted in your own rhetorical post.If Bush was president of Iran there would be a much greater effort to quell terrorism in that country.

He would permit it as if Bush were President of Iran, it would be a free state and not kill people for speaking their own opinions. Also, muslims would not be welcome there so it would be OK to have a nuclear program.
