Wow, you need nothing special of the sort! All you need is an Internet connection and Microsoft notepad. (Notepad is on your machine if you have Windows) All you need is to learn some basic HTML and you can make your own website...and it'll cost you nothing!
It blows me away the amount of money people will pay for fancy software, powerful FTP programs and such. Just go to the bookstore and buy a simple book on HTML and have fun! THAT is the beauty of HTML.

The easiest and cheapest way to go about it is to host it on one of the many portal servers available, such as geocities.
If you want to run your website on your own equipment (a webserver, or just a simple desktop), you will need a dedicated connection with an ISP (with a router, no modem dial-up), and you will need some kind of web hosting and web designing software. Microsoft's IIS is good for the former, combined with FrontPage for the latter, but there are other solutions on the market. Expect to keep your web server up 24/7, taking it down only for maintenance, availability is everything for any kind of website.
Oh, and install a firewall and keep your security patches and anti-virus software up to date. You don't want to be TOO available.

No equipment needed for setting up a website, but if you want to host the website yourself you'd need a server, or you need to rent server space with a company. As for software, html coding can be done in Notepad (as long as you know the right syntaxes, etc.). You only need a special line from a phone company if you are hosting that website yourself. A standard line only goes out to the internet, it won't allow people to connect to your website. The best line is ADSL or SDSL, and you'd need a speed of at least 512Kbps on it. There are many companies that can provide ADSL or SDSL lines, but best bet is to talk to BT. But your best bet is go with a company who is already set up for hosting and has the equipment already in place, and who can give you a login so you can upload your website to their server or even write a website for you.

Well first you need a domain name. Which you can get here pretty cheap --> www.godaddy.com
Then you need a web host. Go daddy is good, but take your pick, there are many, many hosts out there.
As far as what type of software you need, that's a bigger question. Are you designing the site? What type of site? Ecommerce? Informational? What do you want your site to do for you? Do you want a site that is easy for you or an employee to update?
You can get someone to design the site for you, but it's hard to answer this question given the info here.

You don't need that much. You will need to get a host name for example www.myhostname.com. You need need to find a company to host your website of which there are a large number.
You then need to design and publish the site. You can get somebody to do this for you or you can do it yourself using any number of web design tools. You can you windows note pad, Microsoft front page or dream weaver just to name a few.
Once you have a website you like you need to publish it (push up to the host). You do this using an FTP program. Some web design programs like dreamweaver have them build in, but you can download freeware FTPO programs from tucows.
I suggest you get a book on basic web design - I recommend one of the dummies series.

Do you mean to host your own website on your own computer - if so no you can just use your adsl line. You need to install server software on your machine such as apache or windows IIS (both free) you then need to use a dynamic dns service such as afraid.org or dyndns which links your webaddress to your machines IP address - it is very easy

You will though need some space on the web to put your files - most ISPs will give you some free or there are also places that you can get some space for free - Geocities for example...
