I'll assume you use Microsoft's Internet Explorer for your web browser. You can start up Internet Explorer - or any program for that matter - when Windows starts by placing a shortcut to Internet Explorer in the StartUp folder.
Here's one of many ways to do it:
1) Right click the Internet Explorer icon (or the Yahoo! browser icon if you're using the Yahoo! browser) and select Copy.
2) Click the Start button and then click Programs.
3) You should find a menu item called Startup.
Right click Startup and select Explore.
4) Right click on an empty part of the window and select Paste.

"Always on" automatically is the nature of and benefit of any type of broadband connection; Cable, FiOS, DSL (although some require a login).

If you are using one of these, you already have it. There is always a connection (barring any problems), even when machine is off or you are not "on" the internet thru your browser. Your browser (Microsoft Internet Explorer, Netscape, Firefox) only gives you a way to "see" and navigate on the internet via http.

If you are using a USB modem then you would have to connect, it's possible there would be some setting in your network settings to automatically connect, but the best way is to be on broadband using a router/modem, this way it is automatically connected all of the time while the machine is turned on.

Put a shotcut to Internet Explorer in your Startup folder.

When you boot the computer Internet Explorer will launch and if configured correctly will take you straight to the Internet. It will work on a Dialup connection or on a DSL or cable connection.

must be promptly on once you turn the device on, only set your community connection to point on your router (assuming you've a router, once you've a crappy USB broadband modem then you actually're out of success - get a router!)

Don't know about automatically, I just double click the short cut on my desktop once it's booted up.

of course this can. any company offering dsl or adsl broadband will connect as soon as your pc is on!
