Its difficult to say without talking to your fiance. You should find a way to tell him that you are uncomfortable with her actions. perhaps they're having a wild affair behind your back and need to see each other at any possible minute. Or possibly you are being a bit paranoid and noticing it more that he is looking there. If you knew a friend lived 2 doors down you would look to see if they were there or not, wouldn't you

It is probably just force of habit but if you have noticed it others might have also(like the person who lives 3 doors down) and you you should mention his staring at that house before the occupant sees him and wonders if it him trying no rekindle what they had before. nip the behavior in the bud. innocent or not.
