different violations in the places you mention. it is hard to quantify something like this, but in one way the clear answer must be china because there are many more humans whose rights are being violated.
you'll probably get abuse for even mentioning USA, but of course by justifying torture it is violating human rights. giving up on justice in order to fight terror is oxymoronic, i think.

I think that you can't have a one-upmanship type contest with who is doing what & what is worse. All human rights violations are by nature, atrocities & are deplorable regardless of where it is playing out.
