Depends how long ur going for .. for manila,, ok for a couple of days,, accomodation is some what expensive, but everything else is cheap.
boracay is a very nice island, the beaches are white, and its not too far,, i went there, and on my way back, i had the whole plane to myself,,,
cebu, also has nice beaches.. they have many islands, but try to avoid zambuanga, as they tend to kidnap u ..

Bohol...the Chocolate Hills and the Tarsian monkeys are a once in a lifetime experience that you should not miss if you go to the Philippines. However, I would probably not stay on Bohol the whole time. For instance, what I did was stay in Cebu and took a ferry to Bohol and took a tour of the island for a day and then came back the same night. Ferry costs I believe 300 or so pesos each way(about $12 total) and the tour was around 2000 pesos plus tip(about $25 total), so it was very cheap to do, not much more than 50 bucks. Well worth it, and it is just something different but truly amazing that the Philippines has to offer other than beaches.

Usual answers would be Boracay, Bohol, Baguio, Davao and Cebu, but let me also share some of our countries well kept secret vacation spots:
Amanpulo Beach, in Palawan if you have the cash to spend. Its ultra-exclusive and expensive, and Hollywood celebs like Michael Jackson and George Clooney have been some of its famous visitors
Misibis Beach, Bacacay, Albay. Not yet popular, but will soon be.
Swim with the whale sharks (locally called "butanding") in Donsol, Sorsogon.
Hundred Islands in Pangasinan. You can even adopt an island and name it after you.
After a 28 kilometer trek, you can get a spectacular view of the crater lake of Mt Pinatubo in Pampanga.
For bargains, nothing beats Divisoria! Test your haggling skills here and come home a winner with really cheap buys.
You can also visit the 3rd largest mall in the world, the SM Mall of Asia in Roxas Boulevard. Dine in the restos and bars fronting Manila bay and witness one of the best sunsets in the world.

The best place in the Philippines is in Baguio City especially if its summer because it is the summer capital of the philippines. It is hot on summer and in baguio its cold so you will feel warm and cool in Baguio. You can also go to Bohol, in chocolate hills. And in Boracay! You dont know how beautiful is the beach there. You can swim there if its summer, it is one of the famous tourist spot in the country. An there are many more. In tagaytay, Taal Volcano, Bicol in Mayon Volcano, Puerto prinsesa in Palwan. Well the best place to go for me is Villa Escadero..thers a resort and it really nice..U stay in a house made out o bamboo and then u can eat at this place where u can eat near a water fall its really cool. Sometimes theres people who will some to ur door and sing to u in candle light...another place to go is Tagaytay i dont no if i spelled it right...but its cool there to u can see the taal volcano. I stayed at a hotel where u can look out of ur window and seethe volcano outside of ur window....thats all the nice places thati went to when i was there...I actually staying in Manila inside the city it was ok....o ya theres this mall called the Festival mall its huge u should probably go there.

GREENHILLS is the only place to go for imitation stuff that is almost original (nike shoes even come with a nike box and nike paper), also someone sugjested divisoria, i actully liked going there and yes u can buy things very very cheap but u also get what u pay for and most clothes only last 1 or 2 times wearing then they rip. dont go to divisiora unless u have a philipino with you and hang on to ur wallet lol

if you're in manila, ask for directions to go to Green Hills shopping center. you'll find the best imitations of designer stuff. i swear, only the tiny details will say it's fake. but who looks at details.
and pearls, pearls and more pearls, all colours, all shapes, all sizes.
also to china town where you can buy oriental stuff dirt, dirt cheap.
you'll be in bargain shopping heaven in these two places.
