Testing tools are the tools that are being used to test the software or the product that is to be tested
like for software tesing there are some tools like -

WinRunner
LoadRunner
SiSoftSandra
etc etc...

and test levels are like at what level you are testing your product.. in case of softwares like....

at

unit testing each and every functional page/form/part of the software is tested seperatly and independently

at module testing each and every module of the software/project is tested seperatly

system testing is the testing in which the whole system/software/project is tested as a whole

at alpha testing testing is done by the programers or the appointes tester/checker or the third part tester that is hired in stimulated environments with stimulated data.

in beta testing the testing is done by the client or by the testers at the client end in live environments with live data.

benchmark testing is the testing whihc is done to check the system/project/software's limit as how far could it go. and so on.
