I am assuming this is a Betta and it is probably a male. He is making a nest.

ya the betta (male) make bubble not because its not going to have eggs it does that so it put the eggs in the bubble if he has some!!1 My sis has a betta (male) and does it all the time.

I read that it means that they are ready to breed.
