Water is a rinse not a cleanser. You do not need to scrub hard either. A gentle cleansing with a mild soap should do the trick. There are plenty of them on the market like Neutrogina. I'm allergic to chlorine and break out in hives every time I get near chlorinated water. Luckily my hands have gotten used to it, but I still break out when I take a shower. It might not be sensitive skin, you may have allergies. My daughter has the same problem with her face.

Go to a facial salon -- there are many products that are designed for people with extremely sensitive skin (and you may have to try many before you find one that works ~~ and, through rarely, you may not find one at all). On the water issue - water is fine, just use a very soft cloth since you have such sensitive skin. Be careful of suntan lotions also!

Your body produces oils, to protect itself, water alone will not dissolve or wash away these body oils.
The main cause of BO is bacteria feeding on these body oils, normal perspiration is a mixture of water and oils, the water evaporates away, but the oils stick around.
There are products available for people that are very sensitive, they have no added ingredients, just basic gentle soap, like baby sampoo.
( have you tried baby shampoo, you can use it as a body wash also, my sister has the same problem )
Everyone is different, you will have to experiment until you find the right product.
Try health food stores they have some products that may help

I have sensitive skin problems too. Now I use the Pure Olive Oil products from Japan to moisture and protect my skin from UV rays. my skin condition is in very much better condition now.
Email to following website for FREE OLIVE OIL SAMPLES and their recommendation. The staff is very prompt and helpful too.

it depends on what your face is wearing, if you have make up you will need more than water so you won't clog your pores, there's a lot of products for sensitive skin or extra sensitive skin, lots of natural products that won't irritate your skin do some research... good luck

yes water is enough i used to use different things and then my skin got extremely sensitive and what i was doing didnt work it only made it worse and now i use clear water and a washcloth and it is doing the trick

no, its not. I suggest you use dermalogica. I also have very sensitive skin, but demalogica doesn't affect it.
