Always use low-beams and/or driving-lights. High-beans will refract off fo the rain, and cause a dazzle that makes more difficult to see.

HID is essentially the same as high-beam, when it comes to reflection and refraction. Stay with halogen.

I used to live in Oregon there is no lighting that will work when light is reflected off the black wet pavement. HOWEVER there is a superior driving lamp like the ones you see on rally cars. Called the Oscar by Ciebe or KC highlighter have long distance lighting. But you must be courteous when using the brightness my cause approaching drivers to run into the ditch.
