It means a lot of people are nickle and diming...
I know its a bad joke. Anyways its simply that you are able to notice dimes which have fallen from the pockets of their previous owners.

It could mean a few things, (I make no claim to accuracy). You walk with your head down so you could either be ashamed, disgusted, afraid, or depressed. Also, it could mean you're poor or obsessed with small change. It could also mean someone who travels the same path has a hole in their pocket.
It might also be metaphysical, and some entity is trying to get your attention.
