I couldn't find the exact origin of the phrase. But it seems to have derived from the following (see link for more info):

Simple , Hell should be the worse place to be. With all the fire and the devil torturing you and all but doing something wrong to a woman or get her mad at you and you will think hell is a Paradise. Thus.. Hell hath no fury as a woman scorned...
