That's not standard, proper Spanish. It's the kind of thing you hear in the streets.
My guess is that "cosa" refers to a woman's vagina. That's a very common one, since you have the whole context you can make more sense out of it.
A rough translation would be: This woman does have her "thing".

It really depends where the pauses might me:
¡Mira que tiene! = Look what he/she has!
¡Mira! Que tiene cosa...= Look! (at him/her) that has the thing
La mujer esta = that woman

Finally I would guess, Look...at that woman with the thing.
