Sorry, but this is Yahoo! Answers not JC Penney's Customer Service. Find the number on the back of your card or at jcpenney.com. Also, if you would like, go to Planet Feedback and write a letter to JC Penney concerning your account. Planet Feedback has worked for me in the past.

I recommend going to the store itself. Any of the stores in the JCPenney chain has a catalog/customer service department. They can access your account from there and you get to talk face to face with a real person. Phones are so frustrating. Go there in person and get your answers.

The Credit Report info stores any deficiencies for up to 7 years. It could be a report of the outstanding balance having occurred and not necessarily that it's still occuring.

You need to contact JC Penney and ask them to update the reporting on your account. If they refuse to do so, you can dispute the account with the major credit reporting agencies.

Credit Accounts are like cockroaches they do not die off very easy. It is probably still open if you did not cancel it. They are correct call them. Do not assume it is gone yet. They may have applied your money to the incorrect account. They did that to me. I got it all straitened out and the interest fixed. All the late fees off.
