Yes, there are some people who can sleep with their eyes open, They may have a problem with muscle control closing their eyelids.

My 3 year old sometimes sleeps with his eyes open. It's really weird. My wife says her sister also sleeps with her eyes open, so maybe it's genetic.

i had a friend who only had 1 eyelid, looked strange sleeping with one eye open but managed it.
