that is certainly not any language. it has characters from the spanish, french, german, and norwegian languages

If that's really supposed to be a language, what the others said, ask whoever you got it from how it was encoded and tell your computer to use the same encoding, possibly having to download the code from the net.

i dont think that there is actually anything written there in any language, somewhere along the line there is a glitch.

i think this is Arabic font but you must encode this font to understand what is that.
