How much time you have been in the cast? And how much time you out of it? It's normal that an ankle is still stiff after a long while in a cast and you will have to do physical therapy to get all you movement back.
I've had a broken foot and was in a cast for 4 weeks and it took another four week to get back to normal.

You need to go back to the doctor and get this checked out.
