He might have periodontal disease/pyorrhea (rotten teeth with pus.) That can cause both symptoms.

He might have a heart and/or metabolic disorder.
He needs a physical examination by a DVM, which will include a thorough history. There is no way to know from the information you've provided, and it's impossible to diagnose something with so many possible causes (I didn't even list them all) over the Internet.

His breath could be bad due to the food you feed him and the cough could be allergies or it could be kennel cough you could try giving him benedryl or take him to the vet

......some times the heart becomes bigger...... and there is less place for lungs to expand ........ in that case...which is the case........... you have to give him a diruic to increase his urine .......and slowly he will improve .........
